terms: phrase agreement-list failure as install failure (per request)

User asked for "약관 표시 실패시 설치 실패로 처리". The block-on-failure path
is already in place; this just sharpens the message so users see "설치를
진행할 수 없습니다" rather than a soft retry prompt.
