assign_room (MCP tool + host-side assignRoomInDatabase) and setup
register previously fell back to 'single' when no room_mode was given,
so newly added rooms silently lost the reviewer. Default to 'tribunal'
across the MCP zod schema, the IPC arg fallback, and the DB helper, and
update the ipc-auth expectation accordingly.

Prevent duplicate CI completion notifications in paired rooms by checking
for existing active watchers with the same channel+provider+metadata before
creating a new one. Remove Task ID from watcher prompt construction to
avoid router secret redaction (task- IDs contain sk- pattern), passing
EJCLAW_RUNTIME_TASK_ID via env var instead and making cancel_task
auto-resolve when task_id is omitted.

Replace LLM-per-tick polling with direct `gh api` calls for GitHub
Actions watchers. New `ci_provider` discriminator column routes tasks
to either the host-driven path (zero LLM tokens) or the existing
generic LLM path. GitHub watchers poll at 15s intervals (min 10s)
via `checkGitHubActionsRun()` in the scheduler, with completion
messages sent directly to chat on terminal state.

watch_ci tasks in perf channel were silently failing because
NANOCLAW_CHAT_JID was set to the group folder name (e.g. "eyejokerdb-4")
instead of the actual Discord JID. The scheduler rejected the task with
"target group not registered".
Also adds a fallback in ipc.ts to resolve folder names to registered
JIDs when a folder name is passed instead of a JID.

Implement a comprehensive timezone consistency layer so the AI agent always
receives timestamps in the user's local timezone. The framework handles all
UTC↔local conversion transparently — the agent never performs manual timezone
math.
Key changes:
- Per-group timezone stored in containerConfig (no DB migration needed)
- Context injection: <context timezone="..." current_time="..." /> header
prepended to every agent prompt with local time and IANA timezone
- Message timestamps converted from UTC to local display in formatMessages()
- schedule_task translation layer: agent writes local times, framework
converts to UTC using per-group timezone for cron, once, and interval types
- Container TZ env var now uses per-group timezone instead of global constant
- New set_timezone MCP tool for users to update their timezone dynamically
- NANOCLAW_TIMEZONE passed to MCP server environment for tool confirmations
Architecture: Store UTC everywhere, convert at boundaries (display to agent,
parse from agent). Groups without timezone configured fall back to the server
TIMEZONE constant for full backward compatibility.
